Monks, like Paladins, are constitutionally incapable of being Anarchists, due to their requirement of having a Lawful alignment. They do not share the Paladin’s active antipathy of Anarchists, due to their being less concerned with the mundane, day-to-day governments of mortal, and focusing more on eternal concepts of Duty and Discipline. But it is the devotion to discipline, this devotion to their dojos and sifus, that prevents them from accepting societies without hierarchy.
Which is not to say that Anarchists and Monks might not collaborate, or join together in tactical alliances. Rulers sometimes take an equally dim view of the Monk’s devotion to school over devotion to country as they do with the rebellious nature of the Anarchist.
